La jornada buscar\u00e1 conectar la evidencia cient\u00edfica con la discusi\u00f3n institucional, regulatoria y legislativa, poniendo en el centro las oportunidades, desaf\u00edos y capacidades que Chile necesita para desarrollar su potencial oce\u00e1nico.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La actividad contar\u00e1 con la participaci\u00f3n de la ministra de Ciencia, Tecnolog\u00eda, Conocimiento e Innovaci\u00f3n, Ximena Lincolao; integrantes de la Bancada Oce\u00e1nica; el Caucus Oce\u00e1nico del Senado, presidido por el senador Sergio Gahona; y parlamentarios de la Comisi\u00f3n de Medio Ambiente, adem\u00e1s de otras instancias legislativas vinculadas a la ciencia y los asuntos oce\u00e1nicos. Tambi\u00e9n participar\u00e1n representantes del Banco Mundial y Ocean Visions, junto a organismos p\u00fablicos y especialistas vinculados al desarrollo cient\u00edfico.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La jornada da continuidad al trabajo iniciado el 14 de agosto en Puerto Montt, donde investigadores, instituciones p\u00fablicas, empresas y representantes de la sociedad civil abordaron distintas soluciones oce\u00e1nicas asociadas a la mitigaci\u00f3n del cambio clim\u00e1tico, entre ellas la Remoci\u00f3n Marina de Carbono (mCDR) y el aumento de la alcalinidad oce\u00e1nica.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En esa primera instancia, la conversaci\u00f3n se centr\u00f3 especialmente en la evidencia cient\u00edfica disponible y en la necesidad de fortalecer el conocimiento y las capacidades nacionales. Ahora, en Santiago, el di\u00e1logo avanzar\u00e1 hacia la dimensi\u00f3n institucional, regulatoria y legislativa, incorporando adem\u00e1s una mirada sobre las condiciones necesarias para atraer inversi\u00f3n internacional hacia el desarrollo de la econom\u00eda azul.<\/span><\/p>\n<h3><b>De la evidencia cient\u00edfica a la discusi\u00f3n p\u00fablica<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">El programa contempla una revisi\u00f3n del escenario internacional de la econom\u00eda azul, las inversiones y desarrollos que actualmente se est\u00e1n impulsando y las oportunidades que estos avances pueden representar para Chile. Uno de los aspectos que formar\u00e1 parte de la conversaci\u00f3n ser\u00e1 la brecha existente en materia de inversi\u00f3n internacional, considerando que actualmente el hemisferio sur concentra menos del 2% de estos recursos.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Entre las materias que se abordar\u00e1n estar\u00e1n la Remoci\u00f3n Marina de Carbono (mCDR), el aumento de la alcalinidad oce\u00e1nica y otras soluciones vinculadas al potencial del oc\u00e9ano frente al cambio clim\u00e1tico. La discusi\u00f3n incluir\u00e1 tambi\u00e9n las condiciones que permitir\u00edan promover investigaci\u00f3n, innovaci\u00f3n y atraer inversi\u00f3n internacional bajo criterios cient\u00edficos y ambientales s\u00f3lidos.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La presencia de representantes del Congreso, organismos del Estado, entidades internacionales y especialistas permitir\u00e1 abordar qu\u00e9 marcos institucionales y regulatorios necesita Chile para desarrollar estas alternativas de manera responsable, fortalecer su capacidad cient\u00edfica y proyectar internacionalmente el conocimiento generado en el pa\u00eds.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cQueremos que esta conversaci\u00f3n vaya sumando actores y capacidades. Partimos desde la ciencia y los territorios en Puerto Montt y ahora llegamos al Congreso Nacional para incorporar la mirada legislativa, regulatoria e institucional. El objetivo es contribuir a una hoja de ruta propia para Chile, basada en evidencia y capaz de articular a quienes tienen un rol en este desaf\u00edo\u201d, se\u00f1al\u00f3 Mar\u00eda Jos\u00e9
